As-Salaam alaikum, 

In all intents and purposes, explication of Divine Intention of Revelation was among the functions of the Holy Qur'an assigned to the Noble Prophet Muhammad, Sallallahu alaihi Wasallam. 

He, alaihi Salaat Wassalaam, functioned as the projection of the Divine Message embodied in the Qur'an. The Prophet Muhammad, Sallallahu alaihi Wasallam, was/is the living commentary of the Holy Qur'an, inextricably related to the revelatory text. 

Without the Prophet the Qur'an was incomprehensible, just as without the Qur'an the Prophet was no Prophet at all... Sallallahu alaihi Wasallam.
